Water quality has been a frequently raised concern in the public scoping process. The Sanctuary and its partners have developed a framework to address water quality in four previously developed plans of the Water Quality Protection Program (WQPP). The WQPP is a collaborative effort with federal, state and local agencies, public and private groups to identify and address water quality issues in the Sanctuary and its watersheds.
