Draft Environmental Impact Statement
The Draft Management Plans (DMP) are supported by a Draft Environmental Impact Statement (DEIS), which analyzes the potential impacts from modified and new regulations in the three sanctuaries, as well as impacts from a range of regulatory alternatives. Proposed changes to regulations are intended to clarify and strengthen protections for marine habitats, sensitive species, water quality, and submerged cultural and historic resources. Based on comments received during the public comment period on these draft documents, the National Marine Sanctuary Program (NMSP) will develop Final Management Plans, Final Rules and a Final Environmental Impact Statement. The final documents will include responses to all comments received during the public comment period. The NMSP anticipates publishing the final plans in 2007.

The NMSP released the Draft Management Plans, Proposed Rules, and Draft Environmental Impact Statement to the public on October 6, 2006, and will be accepting public comments on the documents from that date through January 5, 2007. During that time members of the public can submit written comments on the documents via email, mail, and fax, and provide verbal comments during public hearings.
