For some marine sanctuary resource management issues, it is necessary to modify existing sanctuary regulations to better manage and protect the resources and implement sanctuary action plans. In some circumstances, the sanctuaries need to regulate new activities occurring or that may occur within sanctuary boundaries in order to protect and conserve resources.

The specific regulatory changes proposed are also laid out and analyzed in the Draft Environmental Impact Statement and are also discussed throughout each site’s management plan. Note that only a small portion of the action plans require regulatory changes, thus the regulatory changes are essentially a small subset of the overall strategies to address priority issue established in the Draft Management Plans. There is a broad suite of education, outreach, monitoring, resource protection activities that have been identified during the management plan review and that do not involve regulatory changes.

The National Marine Sanctuary Program released the Draft Management Plans, Proposed Rules, and Draft Environmental Impact Statement to the public on October 6, 2006, and will be accepting public comments on the documents from that date through January 5, 2007.  During that time members of the public can submit written comments on the documents via email, mail, and fax, and provide verbal comments during public hearings.  For more information on providing comments, please see Get Involved!
