Under Section 304(a) of the National Marine Sanctuaries Act, the secretary of commerce must prepare and periodically update a management plan for each national marine sanctuary. These plans guide sanctuary management, operations, and priorities. Management and oversight of national marine sanctuaries are delegated to NOAA's Office of National Marine Sanctuaries.

In managing Papahānaumokuākea National Marine Sanctuary, NOAA is guided by the following mission statement:

Carry out seamless integrated management to ensure ecological integrity and achieve strong, long-term protection and perpetuation of Northwestern Hawaiian Islands ecosystems, Native Hawaiian culture, and heritage resources for current and future generations.

The 2025 Papahānaumokuākea National Marine Sanctuary Final Management Plan is a comprehensive document that guides all aspects of sanctuary management. It outlines how the sanctuary and its staff conduct daily operations, including scientific research, education, outreach, and collaboration with partners. The plan was developed in cooperation with the monument co-trustees, and informed by extensive public engagement.

National marine sanctuary management plans are periodically reviewed and updated to remain responsive to emerging issues, technologies, and management needs.
